Imagine a world where borders don't hinder access to essential services. That's the vision behind a groundbreaking initiative launched by the Intergovernmental Authority on Development (IGAD) in Moyale, a cross-border region shared by Ethiopia and Kenya. On November 1, 2025, IGAD, through its Strengthening IGAD Migration Policy Implementation (SIMPI) project, officially unveiled new Technical Working Groups focused on health, education, and support for informal women traders.
These groups represent a monumental shift. Instead of reacting to crises, Kenya and Ethiopia are now building formal, structured, and sustainable systems to deliver vital services across their shared border. Think of it as a collaborative effort, bringing together experts from both nations to tackle common challenges.
The agreements, signed by both governments, pave the way for a more coordinated approach. This is a significant step forward from the previous ad-hoc responses to issues, towards a more organized and lasting solution.
But here's where it gets exciting: This project is backed by the German Federal Ministry for Economic Cooperation and Development (BMZ) through GIZ. This partnership underscores the commitment of local authorities and the newly formed technical working groups to foster enhanced cooperation between the two countries. The core goal is to address systemic vulnerabilities in public health, improve the quality of education, and empower women traders economically.
And this is the part most people miss: The long-term success hinges on making these improvements permanent. The plan is to integrate successful strategies into the regular functions and budgets of local governments. This ensures that the benefits continue long after the external assistance ends. GIZ's SIMPI project is contributing its expertise in establishing effective local administrative structures to support IGAD's ongoing cross-border development initiatives.
